Weatherization Assistance Program

The Weatherization Assistance Program is funded by the U.S. Department of Energy and the U.S. Department of Health and Human Services. It is administered in New York State by DHCR. The purpose of the program is to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, handicapped and children.

The term Weatherization first appeared during the energy crisis of the 1970's and was used to describe the process of making the outer skin of a building better able to confront the harsh extremes of weather. The Weatherization Assistance Program, a Federal initiative created in 1976, provides States funds to subgrantees to weatherize both small homes and multifamily buildings.
