To assist the NYS Division of Housing and Community Renewal (DHCR) in its
mission, Margert serves as a Local Program Administrator (LPA) for a number
of state housing programs.

Weatherization Assistance Program
The Weatherization Assistance Program is funded by the U.S. Department of
Energy and the U.S. Department of Health and Human Services. It is
administered in New York State by DHCR. The purpose of the program is to
increase the energy efficiency of dwellings owned or occupied by low-income
persons, reduce their total residential energy expenditures and improve
their health and safety, especially low-income persons who are particularly
vulnerable such as the elderly, handicapped and children.

The term Weatherization first appeared during the energy crisis of the
1970's and was used to describe the process of making the outer skin of a
building better able to confront the harsh extremes of weather. The
Weatherization Assistance Program, a Federal initiative created in 1976,
provides States funds to subgrantees to weatherize both small homes and
multifamily buildings.

National Grid Low Income Residential Energy Conservation Program
Margert Community Corporation has entered into an Installation Services
Agreement with the
Association for Energy Affordability, Inc. (AEA) for provision of
services under the National Grid Low Income Residential Energy Conservation
Program, in National Grid gas service territory in New York City and Long
Island.
 
NYS HOME Program
The New York State HOME Program is administered by the New York State
Housing Trust Fund Corporation (HTFC). The program uses federal HOME
Investment Partnership Program funds to expand the supply of decent, safe,
and affordable housing within the State.
Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE)
Program
The Housing Trust Fund Corporation receives a legislative appropriation
to administer the RESTORE Program. RESTORE funds may be used to pay for the
cost of emergency repairs to eliminate hazardous conditions in homes owned
by the elderly when the homeowners cannot afford to make the repairs in a
timely fashion.
Access to Home Program
Providing assistance with the cost of adapting homes to meet the needs of
those with disabilities will enable individuals to safely and comfortably
continue to live in their residences and avoid institutional care.
